Roleplaying Sample: Nira looked around for her friend. Wouldn't she be here by now? Rolling her eyes, the little charmander ran over to the side of the Eastern River, looking out at Mt. Rush. She'd go there once she was older. Being born on the mainland, she was to grow here in the safer environment(not that things here were safe half the time) and fly to Mt. Rush wen she grew to a Charizard. That volcanic island was full of strong pokemon, so you better not be left alone if you're born there! Unfortunately, being born out here meant she was all alone. Harsh land, or family? She didn't know her family so all she could do was shrug.

Yes but if we have people specifically to play them, people won't get confused like "Wait I wanted to play them this time" or "Wait you were supposed to play them?"
Considering we can only have a max of three legendary characters at once per person(I wrote that down somewhere, right?) obviously not all of them will get played, which is what that rule is for x3 Playing them as NPCs if nobody plays them.
